Each task carries a level: not started, 25, 50, 75 or complete. Progress is those levels weighted by the estimated hours on each task, so a 16 hour task moves the bar eight times as far as a 2 hour one.
The bar runs all seven phases, through construction support and closeout. A permit set that has gone out is not a finished job, so it does not read 100%. When a project genuinely needs no permit-review responses, no RFI support or no site observation, mark those tasks N/A and they leave the denominator, which is what lets it reach 100% honestly.
